Can Anyone Tell Me What This Is??!

I have a friend who has a rash. They were begging for me to tell them what it is and honestly I do not know. Anyone know what this could be or what to do to fix this without going to the ER?

Per allnurses Terms of service, unable to give individual advice. Closed thread. Friend needs to seek attention from their family medical provider, nursing school health office or if no family doctor/NP can go to an urgent care clinic for medical exam and advice --in PA urgent care cost ~ $75.00, cheaper than ER copay.
