Finding Experience NICU RN's

With the type of busy and hectic schedule nurses keep, when is the best time to reach out to them for job opportunities? I'm a recruiter trying to find a NICU RN for a Case Manager position with a healthcare provider in Milwaukee. I'm thinking this is a great position for an experienced NICU RN looking to move out of a facility but continue in a patient care capacity. The position is home based, which means flexibility in scheduling.

I think this is an awesome opportunity, however, I can't seem to find a nurse interested. What am I missing here?
