Scope of Practice

Is it it within the scope of practice of a RN to counsel pregnant women in their homes (ante and postpartum) on issues like breastfeeding and lactating, birth plans and infant care etc.? Does one have to be a Certified Lactation Consultant to do this, or have CNM degree? Considering starting a "concierge" nursing service business catering to pregnant women and would love some feedback.
