GS pay level

Hi, does anyone know what the GS pay level and step would be for an RN with BSN and over 3.5yrs of experience? I've been offered a GS 9 position, however I have not gone in to speak with anyone face to face yet. I was also told by an employee there that my credentialing were reviewed and I'am assessed as a GS 10.
a dear friend of mine is a gs 12 and stated the following, it's not as simple as it appears, you see the gs 10 goes as follows gs 10 step 1 earning $46,886 and it goes all the way to gs 10 step 10 earning $60,96. having said that, it also depends on the state your in & your credentials, plus your ability to impress the recruiter. wishing you the very best in all of your future endeavors...aloha~
