If someone has tested positive for TB but a normal X-ray what does this mean?
The person has been exposed to tuberculosis but does not have a active tuberculosis infection

Can they turn active in the future? Require meds now?

Yes. A positive skin test show irritation. The sign only means they have been exposed. The xray must show that they are not active and infectious to other people.

You can also test positive of course if you had a vaccine as a child, or grew up in an area of the world where dairy cows were vaccinated. Does not mean you have TB
