Can a job deny their job offer after offering you a job?

I got offered an RN position via e-mail after an interview. However, I am currently awaiting on licensure endorsement and it is taking FOREVER. I am worried the position offered is going to get filled by the time it comes here and I will be out of a job. Can this happen?
