Affirmative Action?

I have been applying for new grad RN positions for almost three months now. I understand that the market in the state I live in is awful. I get it. What I don't get is that I've applied to this particular program, I have my license and ACLS yet no call. My friend (who is African) got a phone interview already and she doesn't even have her license! This happened another time with two of my classmates. One is clearly more qualified but the African is picked. Is this affirmative action? I don't understand. I'm not racist at all I just wonder what the deal is. Do they check credit? I've explained job history and lack there of. And to top it off my parents blame me, like this is my fault I can't get a job.
Unless they are sending in pictures with their resumes it is not affirmative action. The job market is tight right now. Sometimes it is about who you know or how you present yourself or what your resume looks like. Sometimes it is simply luck.
