can I take RN test in Saipan?

I am an experienced nurse in China, have worked more than 5 years. I want to take the RN test in Saipan. But the staff there in nursing board told me foreign nuse must have at least bachelor degree can take the exam. I only have associate degree. Is that true? If I want to work in Saipan, what i can do next?
I really need help with that! God bless!
