BSN to MSN?

Hello I am writing here for my brother who is finishing up his BSN at the University of Phoenix. He wants to get his MSN there as well. I have been reading a lot about UOP and what I have seen is not good.

I really want him to go to a respected school for MSN but I cannot find any programs in California. Can somebody tell me if these rumors about UOP that I am hearing are true? If they are, what are some programs in California? Thank you!
