only the Rn taking the patient to PACU has to sign the chart !

I am a travel nurse in the OR currently on an assignment at a small community hospital. They are still on paper charting. I have noticed that whenever I relieve on cases that are in progress the RN who started the case does not feel obligated to sign the chart. I asked the OR manager about this and his response was " only the nurse taking the patient to the PACU has to sign the chart." I find this hard to believe. So I do document "surgery in progress. Report from J. Doe RN @ 1500 ". Any thoughts or comments ? . . . .
