What RN's & CNA's can do in TX

Hi, I'm wondering if someone can direct me to the true LEGAL answer to something......
In the state of TX can a nurse aide write rx for NORCO, SOMA, XANAX & AMBIEN even when the surgeon is NOT in the office? The surgeon gives her a rx pad all signed by him....?????!!!

This is insane to me if it is legal! In TX Norco is a triplicate rx now. Please let me know if you know the true LEGAL answer for this.
I'm, I don't see how this could be legal. When I first became a PCT, I was also a medication aide. We could pass out narcotic meds, but never wrote a script for anything! Not even RNs can do this.
