How long does it take to get temporary practice permit in pa?

I searched all over the website and can't find it.
Im licensed in NJ and supposedly live there since I use a NJ address for everything like my drivers license and taxes. But now I need to switch over to PA and I also supposedly live in PA.
As long as I send a copy of the license and transcript, they should give it to me.
does anyone know how long it takes? The fee is ridiculous $135
