new hire...question about who and when to call

I don't start until mid october but i have an appointment at the end of september. They told me over the phone that they would be sending me a packet. that was a week ago and still no packet....When should i call to let them know i haven't received it? I assume its hr that i would call? they have a separate hiring person for nurses but i doubt he deals with this part of the process?
Try whomever you have a number for, probably starting with HR. If they can't help you, they should be able to direct your call to someone who can.

Call the HR recruiter. They are generally super nice and friendly. I was just in the same situation and got my packet right before orientation. Talk to HR and when you go for orientation make sure you stop by your unit and introduce yourself. I work at a psych facility attached to the hospital and the last day of orientation stopped by to introduce myself and they were like "Oh thank god...you need your keys or you wouldn't have gotten in the first day" haha.
