what happened at S'toon hospital refusing to treat infant?

A mother brought her infant three times to this S'toon hospital - why were they
refused treatment:

Maybe I read over it, but did they flat out refuse to even have a doctor look at the child? Or did they discharge the child without proper treatment/admission?

read the comments, there was person that claimed to have researched the story. said the patient was seen each time. and rehydration protocol was explained to mother.
