hospital broke contract?

So, I am about three months away from the end of my contract. I have been itching to leave this place, but not worth the 2500 they're stating I owe if I leave. I signed as a full time nurse, but my contract stated if I went part time or PRN I would have to pay 2500 because I broke contract. My unit is very small and ALL last summer, June July and August we had such a low census that I was cancelled once or twice a week. It definitely showed in my paychecks. Understandably a hospital could not foresee changes in census, but according to my manager as well as long term nurses on my unit, low census during the summer was the norm. I was never told this before I signed my contract and now they're asking me to pay when they are the ones who essentially made me part time/PRN all last summer? Do you think they broke contract?
That's ludicrous, no way I would pay. From what I understand, these contracts are generally not pursued. I have never heard of someone being taken to court and forced to pay.

If you remained in full-time status and was simply cancelled/put on call because of low census, then you did not break contract and the hospital is being absolutely ridiculous for asking you to pay. By the way, this happened last summer? Why is this being brought up now, if you don't mind me asking?
