Well, it would depend on how she acted the first two times... did she seem bothered that you pulled out twice? If you want to apply again and you are sure you will want this job I would call her and get a feel on if she would consider you.

I'd call her and explain that now that the opening is PRN, you can commit and follow thru.. Ask if she is okay with you applying again.Unless she acts negatively..I would apply... What do you have to lose? If they do not want you or have lack of faith trust.. they will just not call you.. Apply but do not hold you breath.
