When do overseas nurses need an agency????

Hello nurses..... Hello overseas nurses.....
could anyone please help me fill my knowledge space about the need of nursing agencies for overseas nurses apart from being a sponsor in visa processing?????? if we apply for nursing board in any state in Australia, will it make the assessment faster to have a nurse agency with us???. Thank you
