BVNPT in CA Traffic Violation Hold up??

In California is the traffic violation to report is it $500 or $300??? I got one back in 2011 for speeding, the fine came out to be 460. (Yikes). I was told 500 by my program so I never filled out the additional information. I was wondering if its 300, and I didnt report it could it be causing the hold-up? Sorry for my english its not my first language.
