requirements for petitioners wife

Hi,
my wife is from the Philippines and she is trying to take the nclex exam for New Jersey. She wants to know if she has to take the toefl or ielts exam,if either is good for nclex for New Jersey. I am petitioning her for the United States(New Jersey).
