nurse vs number of employees

hi! i need your help. i'm working in a hazardous company with 2000+ employees. and i've got a problem with the ratio of the health care provider (particular the nurse) and the employees. do you know any article or law which could give an info with this?
the set up is, on every shift there is 1 nurse to attend the clinic.

health and safety manager ? emergency and major incident policies ? what is the process that is so hazardous ? does come under the local equivalent of COMAH ( control of major accident hazards) ?what is the overall risk assessment for health emergencies ? , how many First aiders do you have , how many first aiders with extended skills or EMTs do you have ? do you manage them or does someone in health and safety manage them ? are you required to respond to shop floor incidents ? does the facility have its own Ambulance or RRV or does it rely on the local statutory Provision ?
