There is no judgement in pointing out, how can we possibly know what action a BON took on a particular individual's case. I'm simply redirecting you to a better source of information -- your friend, the license holder.

All that matters is that the license is current. Why would you expect to see something that said "inactive x 3 months from x date to x date"? What relevance does that have to today?

In my state, if a nurse renews their license late, they go through the same disciplinary process as any other nurse who is reported to the board. When you look up their license info, there's a link to the "unprofessional conduct" decision, which includes the date the license expired and the date it was renewed. Every case I've seen, including one where a nurse practiced with an expired license for 2 years, has resulted in a fine.

I would imagine if you asked the Board, since they know the answer, you would be told it is none of your business.
