To extend your duty or not?

My cousin is working at a hospital on 8 hr shift basis. The incoming nurse seems to have this important matter to attend to which prevents her to comply to her duty. My cousin is so upset because we also have this special family gathering that we need to attend to. How will you deal with that situation if you are my cousin?
So the other nurse is late coming into shift? If that's the problem, I'd talk to the nurse manager.

She cannot be able to work for duty.

So she's just not coming in? You need to tell your cousin to tell the management. That is unacceptable.
