Are you referring to positions that don't involve patient care or just something other than inpatient nursing? Outpatient facilities do utilize per diem nurses. I have a per diem outpatient job that I enjoy.

I do per diem home care. It's a little more complicated than just putting your availability down though.

Outpatient, utilization review, infection control, intake, home health, community/public health, school...pretty much any non-bedside job that utilizes nurses has the potential to need/use a per-diem nurse.

I don't think it would be possible for a per diem nurse to function effectively in most non-clinical jobs due to the amount of organizational &/or operational knowledge that it takes to fulfill those duties. These jobs are generally exempt (non-hourly), so those departments are expected to adjust scheduling to account for unscheduled absences rather than backfill with temporary staff. For scheduled absences (vacations, FMLA, Maternity leave, etc) they have a staffing plan for coverage, but I do know of some instances in which a locums was used for to provide 3 months of Infection Control coverage.
