In-person cold call applying on President's Day

Should I be stopping by for online app follow up or intial contact with resume in hand on President's Day. It's mid morning and about 50/50 open/closed receptive/glare of hate seemed good/waste of effort.

Suggestions?
I just don't think it is worth the effort on a federal holiday. Where I am we're having a storm and they are advising people to stay in the house anyway. Nobody would have to tell me twice not to go out in bad weather. Get an early start tomorrow.
