NCLEX apply and transfer license??

Hi,
I'm an RN from Colombia and live in Virginia. I tried to pass the CGFNS Certification test but failed. I want to apply for the NCLEX in Florida then transfer the license to Virginia. I have taken the TOEFL and I know I need the CGFNS CES and some additional class work to apply for NCLEX in Florida. Does anyone know if this is possible or have any advice?
