Today's philosophy (espoused by the World Health Organization) is to help nations build their own health care infrastructures rather than rely on external resources. There are some charitable organizations that support international health care initiatives but they are closely aligned with the faith-based mission of that organization (Salvation Army, Catholic Charities, etc). Most opportunities for 'foreigners' are limited to participation in post-disaster relief efforts... and these are staffed with volunteers. CNL is an entry-level degree... masters not associated with any experience or expertise. You will still need to invest several years to develop clinical expertise in order to achieve your goal. In order to be considered for any of this work, you would need to have demonstrated clinical expertise in a high-demand specialty. The nurse volunteers specialties that are most highly sought are OR & OB/Pedi. If you are seriously interested in working with disadvantaged/underserved populations, there are plenty in the US.
