2 step Question?

I recently left my Employer and since they wouldn't give me a copy of a recent annual PPD I had completed in December, I figured until some of the Hospitals/Facilities I applied at called me back for an Interview,I would work some Agency.

The Agency required me to get a 2 step mantoux, Which I had completed at my Doctor's office on March 21st & 28th.

Today I accepted a position at a facility,So I go and the ADON/Scheduler/HR? Manager informs me they won't accept the 2step I just had completed at my doctor's office less then 2 weeks ago?? It has to be done in their Facility. Ok fine.
So now I get another PPD today, and underneath the injection site it feels like a lump? Is that even normal. I have never had a positive ppd. And my ppd's from last 2 weeks were negative.

Is it even safe getting a 2 step, 2 weeks after already receiving one?
I have to get it read on Thursday, But I'm just concerned because in 14 years I have never had this kind of reaction.

Any help is appreciated
The only thing that I can think of is that the injection went to far under the skin instead of superficially. Was there an adequate wheal after the injection? Is it erythematous? Secondly, it has happened at my job, the wrong thing was injected instead of purified tuberculin....could have been a med error....just thinking....
