How to transfer license to Rhode Island

I just moved to Rhode Island from Connecticut and I'm looking to transfer over my license so I can get a job. I tried contacting the state department of health but they were not much help. All I got were rude people. I also just found out that my license has lapsed, so if anyone can give me any information on how to take care of this I would greatly appreciate it.
