Why do I need to post 15 topics just to be able to send a private message?
Well, it does help cut down on the spam- by requiring the 15 posts, that means one hasn't been posting spam messages and prevents those who have joined the site solely for that purpose from sending PMs to every member they can before admin disables their account.You do have the option of becoming a paid member and being able to skip the 15 post requirement.
