not sure how to make a future employer want me

I am about to graduate from nursing school in Pittsburg and am very interested in working in an ICU that I've heard about in Louisiana. I have applied for the position and written to the manager of the unit expressing my passion to work in a surgical ICU with high acuity patients and transplant patients (such as the one she runs). I recently found though that my application was denied and someone with more experience was hired. I know this unit will be hiring more people soon from what HR told me when I followed up with them and am wondering if I should email the manager again to show my continued interest in the position. If so, what should I say?
I would express your interest again in a committed, but not pushy, way. Perhaps ask in the letter if there is anything you can do if you are not hired to make yourself a better fit for the position in the future.
