Most of the time you can go online to the BON in the state you are interested in and look for their requirements for endorsement.. I haven't looked at their requirements but I haven't heard anything about them being so strict..

I don't think "license endorsed via employment" exists. It sounds like your educational and license background does not qualify you for an Illinois license. Sorry.

I was educated in the Philippines so thats what complicates it all. So no one heard about having the license endorsed because of employment at that state?
