CGFNS applicatio in the Philippines

i garduated last 2010 and took NLE las december but i fail..so my fiancee and i decide to take NCLEX im planning to enrol to review center for IELTS but i want to aply for validation of my school paperworks in CGFNS...
i jaut want to know and if somebody can give me idea what are they looking for?and if is it ok if i apply in CGFNS even i dont take EILTS yet???
please help me...ty
