New Grad: Job searching

I am sure this question has been asked before, but I am new to this forum and through my navigation, have yet to find the answer. Emailing is the prime way many people communicate these days. Say I call the unit I am interested in, get the needed info on the unit manager, and my next step is to send my resume directly to them, cover letter included. Is it best to email it to them, or snail mail them a paper copy?? Should I call the manager directly and express my interest and ask if there are open positions, or just send the resume? Thanks in advance for any advice!
