Which states do not consider clock hours for licensure?

I am a Scottish trained RN nurse and have been told that I am 5 credits of theory short to apply for license in my home state. I was an EN who did an RN conversion course and this may be the reason for the deficiency. I was told that not all states count clock hours. Can anyone tell me which states do not count clock hours? I have been unable to find the clock hour requirements for individual states. Any help would be gratefully appreciated. Thanks!
