Compact state non eligeble question

Hi, my friend and I both LPN's, thought we understood the nurse license compact act and states. Now we are all confused after looking at a state board website for endorsement. She was curious about relocating to North Dakota and after looking at their state board of nursing requirements it stated that if your home state is a compact state, you are not eligible for licensure to North Dakota. This is puzzling and honestly I don't know what the heck they mean by this. We live in and were licensed in Louisiana. Being a non compact state, we know we have to obtain licensure by endorsement to any and all other states. But I thought compact to compact states, you were allowed to get licensure and practice in the other compact state. It was just a blunt two sentence statement under the N Dakota endorsement section about not being eligible. I don't get it.
You can't be licensed in more than 1 compact state is what they're saying. You get licensed in the state in which you reside, and if it's a compact state, you can work in any other compact state (I think there are 23 compact states now). If you work in non-compact states you need a license from each one you work in. Does that help?
