New Grad/Reentry RN Career options

Hi, I have a BSN/RN and have been out of nursing school for 4 years. I recently completed a refresher course and included a clinical component (the facility where I did the clinical hourse is not hiring new grads at this time). Any tips for where to look for RN positions in the current market as a new grad/reentry nurse? I am very open to the setting and location have applied to many positions and have not had much luck with the applications so far. Any tips on where to look and other possible options even not hospital based would be very much appreciated. Thanks
Have you ever thought about working for staffing agency ? I know it is not an excellent advice but they can at least get your foot on the floor b/c you need to build up your experience first.
